job description - Economic Development Manager (REIPPP)
Our client has a current opportunity for a Economic Development Manager on a permanent basis. The position will be based in Cape Town.
Key Responsibilities
- Participate in REIPPP Bid submission and Financial Close processes
- Participate in Private PPA submissions
- Develop and implement social programmes with Private PPA off-takers
- Develop the ED strategy for each project to comply with Implementation Agreement commitments.
- Sourcing and implementing of SED & ED programs .
- SED & ED budgets, forecasts, and expenditure on all programs for the various Project Companies.
- Preparing of quarterly and to-date Economic Development reports, forecasts achievements vs obligations for shareholders, financers, and the Department of Energy (DoE).
- Responsible for all Economic Development compliance requirements and implementation and Project Company/IPP Office audits.
- Implementing internal controls and procedures for SED & ED projects.
- Reviewing of SED & ED contracts/ agreements/ term sheets prior to implementation.
- Develop the Economic Development Plan (SED and ED) for each project company and ensure submission thereof to the Department of Energy, Private offtaker as per deadline.
- Oversee beneficiary assessments, manage the contracting process, define the implementation processes and oversee project implementation.
- Manage the activities of the Social and Ethics Committees of the project company Boards.
- Manage the development of Monitoring and Evaluation processes.
- Preparing for and attending all meetings of all operational boards, overseeing Economic Development activities.
- Serving on board committees and sub-committees as appointed or elected.
- Serving as Trustee on behalf of Mulilo on various community trusts
- Providing general advice and assistance to the organization upon request by Board members and/or staff. Providing reports, materials, and other items associated with Board responsibilities and activities in a timely manner.
- Informing the Board of all actual and potential conflicts of interest relating to the general purposes and activities of the organization and to specific issues before the board.
- Review and approve the Trust's annual budget that fulfills the mission and goals of the foundation
- Oversee the work of the Finance Committee in defining investment goals, monitoring the management of investments and adhering to tax requirements.
- Evaluate on a regular basis:
- The organization's effectiveness in accomplishing its mission;
- The role and performance of the Executive Director on an annual basis
- The effectiveness of the allocation of resources;
- The effectiveness of individual Trustees and of the Board of Trustees as a whole
- Other reponsibilities as requested by the Board of Directors, the Board Chair, or other officers of the Board.
Minimum Requirements
- Legal degree and strong B-BBEE codes background
- 5+ years' experience in Renewable Energy and community management as well as serving on boards or as a trustee
- Have participated in Round 5 and RMIPPP Bid submission
- Leadership and management skills and experience.
- Financial and Legal literacy
- Able to work with spreadsheets and manipulate data for analysis and able to understand contractual agreements A degree in any of the following disciplines: Economics, Business Administration.
- Well-developed analytical and problem-solving skills
- Passionate about community development
- Excellent verbal and written communication skills.
- Good interpersonal skills; able to influence others without having direct authority
- Excellent verbal and written communication skills; in particular, good presentation skills at all levels (including local community meetings, board-level presentations and press relations)
